I have read that in one of the next update some services like mail, sites and vpn will be deleted. I have installed macOS server only for these ones. So my question is: if I don't update the server anymore, Mail, sites and vpn will remain installed, will they work?

Yes, they will continue to work in earlier versions of macOS Server. So far, each upgrade to server for High Sierra has not removed any services. Instead, they're hidden until you click on View to see them and use them. The deprecated services are suppose to be removed in the Fall of 2018.

I have a test volume with High Sierra 10.13.4 and macOS Server 5.6.1 and all the services are still there and useable.
