iCloud Drive not syncing on my Mac

Hi folks,

as the Apple Support wasn't able to help me even after 1 month of bouncing forth and back, I like to check with you whether somebody came across a new solution to iCloud Drive synchronization issues on the Mac.

My problem: Suddenly, files were not synced on the Mac anymore. Sync between iPhone, iPad and iCloud.com works like a charm. But all new/changed files were not downloaded/changed on my MacBook in Finder and changes from the MacBook were not uploaded. Apps like Good Notes, which also use iCloud Drive, can't sync.

Here is what I tried so far:

* Enable/disable iCloud Drive in System Prefs

* Sign in and off of iCloud

* Granting my user account administrator permissions
* Using Wifi and Ethernet as well as iPhone Bluetooth connection for internet connection

* Many restarts of my Mac

* Sign off iCloud, create a new user account, sign in iCloud there

* Reinstall macOS

* Many calls with Apple

* Finally, a reset of my iCloud Drive by Apple Engineering team

* Again, creating a new user account

* Deleted ~/Library/Application Support/CloudDocs folder, killed processes cloudd and bird

* (many other steps I don't recall at the moment)

Console logs show many warnings, like "TIC Read Status [9:0x7f8b598527d0]: 1:57" from the cloudd process and sandboxd's warning as shown below.

Any advanced tips and tricks?
