Question: Does the country where I bought my phone affect Apple pay

I bought my iPhone 7 Plus in South Africa (unlocked) and I have now moved to the UK. I’ve cancelled all my subscriptions and changed my country/region to the UK but the wallet app still won’t let me add cards or use Apple Pay at all. Any pointers?
