Do I need to do anything special with my apple series 3 watch if I’m cycling, walking, etc and it starts to downpour rain?

Just keep going, or find shelter according to the level of rain and your personal comfort. Your watch will be fine, Apple Watch Series 3 is rated water resistant for swimming so a rainstorm is not going to worry it. However, if you have a leather watch band it may get wet, and you should follow the care instructions to dry it (from memory, dry slowly without external heat)
