I cannot reset my Security Questions

Trying to log into my account and now I cant answer the security questions.......?

Apparently they have insufficient information...

please follow If you forgot the answers to your Apple ID security questions - Apple Support. If you're still having trouble resetting your security questions, you may want to Contact Apple for help with Apple ID account security - Apple Support.

Thanks for that but the message INSUFFICIENT INFORMATION is still there and I cant change anything..... I guess I have to phone them ????? ARGHH
