IF you need older versions of apps for your older device, there are two ways of getting them.
The first and easiest way is to download the newest app to a newer iDevice, first.
Then go back to your older iDevice, download the newest version of the app, once again, and if the developer/s has/have left an older, compatible version of their app/s on Apple's app servers, then you will receive a small window pop-up prompt that states that there is an older version of the app that is compatible with your device.. Would you like to download this version now.
Tap the OK button just below the prompt to start the downloading of the older app version to your iPad.
If you need apps for your older iDevice, if you have a computer with an older version of iTunes (version 12.6.4 or earlier ), you can try downloading the recent app/s, by accessing the iOS App Store, through iTunes, and then, download the recent version of the app/s you like to use on your older iDevice to iTunes on your computer, FIRST.
IF you own a computer with an older version of iTunes already on it, try using that version as an older iDevice does not need the latest iTunes version.

DO NOT download OR USE the latest version of iTunes (version 12.7.x) as there is no more support for saving apps in iTunes under the most recent versions.
If you have already downloaded the recent 12.7.x version of iTunes, NONE of what I have wriiten here in this post reply may work!
You will need to use an older iTunes version and once it is downloaded and installed on your computer, at launch, hold down the Opt/Alt key on your keyboard while launching this older iTunee version, so you can create a new Tunes library.
BEFORE DOING the IMMEDIATELY ABOVE, if you use iTunes on a computer and already have an iTunes Library, you will need to find the iTunes Library folder on your computer and, temporarily, move/copy this folder to another location so you do not accidentally write over your existing current iTunes library.
Then, back on your older iDevice, you can try to download the latest app from the iOS App Store and if the developer/s has/have left an older, compatible version of their app/s on Apple's app servers, then you will receive a small window pop-up prompt that states that there is an older version of the app that is compatible with your device.. Would you like to download this version now.

If you are successful in getting apps on this iPad, consider looking for more “up to date”, third party iOS web browsers for that version of iOS.
Some third party web browser developers supported their web browser on iOS 9.3.5 and are more up to date than the over two year old iOS version of the Safari Web Browser.
If you use iTunes on a computer, some third party iOS web browsers that may still have older versions for iOS 9.3.5.

You did a bunch of things wrong.
All three of my procedures work!
For the iTunes method, try using iTunes 12.6.5, instead of an earlier version of iTunes and still carefully read and follow all of the steps.
Download the current Netflix app to your iPhone 7 from the iOS App Store.
Then, go to your iPad 2.
Open the iOS App Store app on your iPad 2.
At the bottom of the App Store app, there is a menu along the bottom.
Look for the purchases option.
Look through all of your purchased apps in that list and find the Netflix app.
Tap the download “cloud” icon next to the Netflix app.
A small window pop-up prompt should appear that states that there is an older version of the app that is compatible with your device. Would you like to download this version now?
Tap the OK button just below the prompt to start the downloading of the older app version to your iPad.
Hi everyone. First of all I want to tell you that I have read everything @MichaelPM wrote and since I only have 1 apple device at hand, I tried the solution with PC+old itunes. I managed to download itunes 12.6.3.6 to my PC. I connect my ipad with version 9.5.3 and I could see the netflix app at my downloaded apps. I tried to install app directly from PC itunes and it didn't work, then I tried app store from my ipad and again, I see the app in my app list with a download image (cloud and arrow pointing down) but when I tried to download it just display an error message that says "Netflix" is not compatible with this ipad. THERE IS NO SUGGESTION of older versions. just a message that actually means "buy a new device". hence the recommended answer...
As a result I followed all the steps and at the final stage, Apple still doesn't allow me to install the app. I know you said people that they might have done something wrong but i double-triple... check and this specific solution is not working (anymore). Maybe someone in the company let me download it after a while. I think this is why that person's problem solved miraculously after insisting on it doesn't work. I followed the steps and either this solution does not work or apple have a grudge against my ipad.

You are doing something wrong.
If you have a newer iDevice and downloaded the new version of Netflix, you go back to your older iPad, open the iOS App Store App. In the lower menu under purchased, tap and look for Netflix app in your list of purchased apps.
Tap the download “cloud icon”.
If the older versions of Netflix are still on the iOS App Store servers, you should get a pop-up message stating an older compatible version of the app is available for download and would you like to download it?
Tap OK and the older version of Netflix should download to your iDevice.
If you used my iTunes 12.6.5 method and were successful in downloading and installing iTunes 12.6.5, you then create a new iTunes library, log into the iOS App Store from within iTunes, using your Apple ID and password.
Look for the recent version of Netflix in the iOS App Store.
Download the new version of Netflix to iTunes 12.6.5 on your computer.
Once you have installed the newer version of the app in iTunes.
Go back to my above steps, open the App Store on the older iOS device, go to the Purchased option in the bottom menu, look for the Netflix app and tap the download “cloud icon”.
If the older versions of Netflix are still on the iOS App Store servers, you should get a pop-up message stating an older compatible version of the app is available for download and would you like to download it?
Tap OK and the older version of Netflix should download to your iDevice.

That will not be possible since any apps installed into iOS need to be tied to the Apple ID of the device owner to work.
The OP was able to download the proper app, but has/had an issue logging into their Netflix account from within the app.
I am not sure which older iTunes version/s were still compatible with iOS 10.
Best to use my link to iTunes 12.6.5, instead.
Also, make sure you are logged into iTunes and the App Stores using your Apple ID and password.
Underneath the main iTunes control/title bar there is a a category bar that defaults to Music.
Click on it and click on Apps.
That will bring you to an area where you can select the iOS App Store from within iTunes.
In the main iTunes center window, click on App Store. This IS the iOS device App Store.
Select iPad .
In the far upper search bar in iTunes, start typing Netflix.
It will come up in a list for both iPhone and iPad apps.
Click on the Netflix icon to download the current Netflix version within the 12.6.5 version of iTunes.
Then go back to your iPad.
Tap on the iOS App Store.
In the App Store menu, tap purchases.
Look for Netflix in that list and use the cloud/download icon to attempt to download an earlier version of Netflix.
If successful, a older version available pop-up message will appear, then tap the OK button.

Apple recommend solution, sometimes can be incorrect, as it is on this article.
However, Apple probably would not mention those solutions if you contacted support.

Also, I would STOP using that 2-2-1/2 year old Safari web browser, as it is, probably, not safe and secure to use any longer, and seek out a third party web browser that is STILL currently being updated and STILL being supported on iOS 9.3.5.

I am not sure what is going on.
Many have tried one or all three of my procedures and they all worked for them, with only minor issues with getting these to work initially.
Netflix versions go all the way back to iOS 5.1.1.
So, I am not sure where your own difficulties with following my instructions/procedures lie.
All I can add is maybe try these again and see what happens.
iOS 9 is fast approaching 3-years since Apple has supported this vesion and now more and more third party app developers are moving on and no longer supporting iOS 9 and earlier iOS versions.
I predicted that older iDevices running iOS 9 and earlier would start losing app support in two to three years and it looks like this is already starting to happen.
iPad 2, 3 and 1st gen Mini are over 6 and 7 year old devices, now.
Support for older computing devices will never be forever.
Even with other mobile device makers, supoort for OS and apps ends even quicker.
Apple and Microsoft are the ONLY device and software makers that support their products for 5 to 6 years.

Works just fine, i have an ipad2. Netflix is on my iPad Air with latest iOS, just went to the ipad2 and under the purchase button look for Netflix and download from there. It did not work if i searched and then downloaded, only worked from the purchased button. Asks if you would like to download a compatible version, and hey presto its up and running.
