If I get a new ipad, then delete everything from old ipad, will all my photos be deleted from icloud in the process? That's NOT what I want!

You will have to disable iCloud Photo Library on the old iPad, before you delete the photos from the old iPad. Otherwise the deletion will sync to iCloud. Do not delete any photo from any device, that is syncing with iCloud, if you want to keep the photo in iCloud.
