Why can’t I do in app purchases

I’ve tried logging out and back in I changed my card what more can I do

What happens when you try? See If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store - Apple Support and/or Use Restrictions to prevent purchasing on your iPhone, iPad, or iPod touch - Apple Support.
