how do i get rid of the other section in my iphone storage?

how can i get rid of system storage? my phone has no storage left bc the system takes up a little over 9 GB and idk what to do ! before it was like 12 but went down to 9 after clearing my whole internet history and bookmarks etc.

iPhone 6s, iOS 11.3
