Syncing keychain

I‘d like to sync my wife’s keychain on her iPhone with my keychain on my iPhone. We each have our own Apple ID And don’t share the same iCloud accounts. What are our options for syncing keychain? We have a pc, no mac. Thank You.

Impossible without using the same Apple ID.
