Sorry, if you are saying that you have a 2nd hand device that is locked with an Activation Lock, and you don't know who the previous owner was, there is nothing that anyone here or at Apple can do for you.
An Activation Lock can only be removed by the person who put it on, or by someone who knows that person's Apple ID and Password.
Return it to the seller if you can. Otherwise, you are stuck with a device you will never be able to use.
