There is no "Change Apple ID" button. Where are you attempting to Edit your Apple ID to a the new email address? Which set of instructions are you following?
And your Apple ID does not end in @me, @mac, or @icloud.com, correct?

If your Apple ID email address ends with @icloud.com, @me.com, or @mac.com, you can only change your email address to another @icloud.com, @me.com, or @mac.com email that's already associated with your account.

I’m changing my email in http://.apple.com/ and following the instructions from https://support.apple.com/en-us/HT202667. My apple id ends with @icloud.com
The “Change Apple ID” button is not there.
