You should also be able to re-eanble the account by answering its security question : If your Apple ID has been locked - Apple Support


If you can't remember them contact iTunes Support and see if they can/will reset the questions and re-enable the account for you : http://www.apple.com/support/itunes/ww or https://www.apple.com/emea/support/itunes/contact.html
