Problem in contacting with apple

I wanted to talk to the apple about a problem in my iphone X but when I saw that I can only contac through an phone number which can not be used in my country but still I kept calling it and it kept saying no service or the dialed number is Not registered. So I wanted the apple to email me or jusT face with me.pleased I want to talk to you abiut an important issue.
