Error Connecting To Apple ID Server with WINDOWS 10 PC (NOT iPad - READ)

When I attempt to log on to iCloud on my WINDOWS 10 PC (not iPad, please know the difference between IOS and PC) I get "There was an error connecting to the Apple ID server". Microsoft insists this is an APPLE problem since this is APPLE'S APP.

I also have a Windows 8.1 PC that logs onto iCloud with no problem. Both laptops are identical HP15 stock issue laptops (you can look up the specs yourself if you need them).

I have reset my modems, rebooted my iPad, rebooted my PC, logged out and back in on iCloud on my iPad and still have this problem.

I want to know what Apple is doing to fix this problem as well as how to log onto iCloud on my WINDOWS 10 PC.
