If you could provide more information about what you are referring to it would help us to help you. What files are going to iCloud that you don't want there? Do you have Desktop & Documents turned on under >System Preferences>iCloud Drive>Options? If so, then you probably want to turn that off, and then move those files back to the new folders that will be created on your Home Drive when you turn it off:
Turn off Desktop and Documents
When you turn off Desktop & Documents Folders, your files stay in iCloud Drive and a new Desktop and Documents folder is created on your Mac in the home folder. You can move files from iCloud Drive to your Mac as you need them, or select all of your files and drag them to the place you want to keep them.
If you turn off iCloud Drive or sign out of iCloud, you have the option to keep a local copy of your files that are in iCloud Drive. Whether you decide to keep a local copy or not, a new Desktop and Documents folder is created in your home folder. If you choose to keep a local copy, your files in iCloud Drive are copied to a folder called iCloud Drive (Archive) in your home folder. Then you have the option to move any files that were in your iCloud Desktop and Documents, back to your new local Desktop and Documents.
Follow the instructions in the snippet above to the letter. Pay close attention to the last paragraph which I have italicized and bolded. That is how you get your files back onto your Mac only.

Funny coincidence .. because the last time I spotted a cloud stealing files
(maybe just piles) was a trash truck on route .. at higher than normal speed.

Not helpful. I just want to understand this. I have the space needed, but I want the files on my computer where I put them. And this in notes that disappeared, while visible in iCloud do not appear to have any way to come back to my computer. Seems self defeating to me.
Why do you think iCloud is stealing your files? Do you see a Recently Deleted Folder?

Try going to System Preferences/iCloud and stop syncing by unchecking the box. Wait a couple of minutes, then check syncing.
Last resort - have you tried signing out of iCloud and then sign back in?
