Ever since my upgrade to High Sierra my external Samsung monitor stopped working
It's connected via a Thuderbolt > DVI cable
It's been working fine ever since I got the new imac 2 years ago.

AMD Radeon R9
...I did all the resets and recommended fixes
Reset the NVRAM, as per > How to reset NVRAM or PRAM on your Mac - Apple Support
If that does not help? Then I would try a different MiniDisplay Port/Thunderbolt to DVI cable or a MiniDisplay Port/Thunderbolt to DVI adapter and DVI cable.
FWIW I have several Samsung DVI monitors connected to different Mac's using Kanex MiniDisplay Port to DVI adapters and I've never had a single problem caused from updating macOS's.

YES I got a new cable and it works now.
I'm pretty sure it was the thunderbolt > dvi adaptor... I bought a single 6' cable (no adaptor) for about $15 on Amazon and it works great. I never would have thought cable would go bad.

Telling us you did "all resets" does not tell us what you did. Please be specific about which resets you have done. Also, consider changing the adapters and/or cables. They can and do go bad.
