Notifications Not Staying Off for TV App

On iOS 11.3, whenever I turn off notifications for the TV app they turn off, but then a day later they are back on with Sounds & Banners chosen. This happens on my iPhone & both personal & work iPads which are under different Apple ID's. I have tried turning off every channel from the TV portion of settings & everything. I have probably turned off now 10 times and the notifications will not stay off. I tried talking to someone on Apple Support chat, and they did not know what I was talking about.

I am very particular about how I have my settings, and I just wanted to see if anyone else is having this problem. I wasn't sure what community to post to since there isn't a Settings or Notifications one.
