unable to save e-mail pictures to PHOTOS

After selecting Save To File it brings up a screen that says, "Choose a new location to add this item" and offers two options...1) iCloud Drive and 2)On My iPad.

When I select On My iPad nothing happens. This is my 4th iPad and I've never experienced this issue before.

On my other iPad (~1 year old) it had been saving e-mails pics without any difficulty prior to the 11.3 upgrade. Now when I select Save To Files it brings up the new "Choose a new location to add this item" message. When I select "On My iPad" it brings up a sub-folder "Adobe Acrobat" which I have never seen on this iPad before.

Any help greatly appreciated!

Mark - Thanks you! My face is RED as I didn't scroll far enough right to see that option AND I was totally prepared to blame anything on the IOS upgrade. Again, Thank You!!!
