Why iTunes gift card credit is not registering on the App store?

I have some remaining credit from some gift cards I've received in the past and it shows a balance of $13.92 when I log into the iTunes store. However, I when I log into the App store or check the balance of my App Store & iTunes Pass in my wallet the balance says $0. How can I fix this because I would like the credit to count towards my App purchases?
