Your photos have nothing to do with the application - the photos are stored in a library and reinstalling the application have no effect on the data

However it sounds like you probably have no way of reinstalling the application

But it would help give you much better answered if you actually answered out questions because since you will not we are simply making guesses and may give you bad advice because we do not know what you have or what is going on

again

What version of the OS and of iPhoto do you have - or do you actually have Photos (this is the Photos for Mac forum)? Why exactly do you need to reload iPhoto (or Photos)

Apple does no longer support updating iPhoto at all from the App Store, because iPhoto is no longer sold and developed by Apple since April 2015. You can only update iPhoto by reinstalling it from the AppStore. This will update to iPhoto 9.6.1, and it is only possible, if iPhoto is showing in your Purchase history at the AppStore. Your current AppleID needs to be associated with iPhoto at the AppStore.

Can't Update iPhoto because it is not available in the App Store

The photos are stored in the iPhoto Library. The library should be in your Pictures folder by default. Check, if it is still there.

Reinstalling the iPhoto application will just replace the application in the Applications folder and not remove the iPhoto Library.

I had to change my Apple ID some time ago

Did you create a new AppleID or did you rename the old AppleID? If you just renamed your AppleID, it is still the same ID, and you can use the previous purchases you did with the old APpleID. If you created anew APpleID you cannot reinstall older purchases using the new AppleiD.
