Buffering points to a slow or intermittent network connection.

Is this with a particular service? With Apple iTunes purchases? I’m pretty sure the file sender’s side (Apple/Akamai) is fast enough, so the issue must be between your ISP and the Apple TV box. Is this a new setup? Was it better before?

Is the Apple TV on Wi-Fi? Can you run wired ethernet to see if the connection improves?

Is the path for radio waves free between the Wi-Fi router and the Apple TV? Interference can hinder the network.

How much bandwidth is the internet connection? How much bandwidth does the Apple TV get to use? (Try Speedtest to measure the external bandwidth.) Apple recommends ~25 Mbps dedicated for steaming a 4K movie alone.

Is the Apple TV the only Wi-Fi user when the buffering happens? (If kid A is downloading huge files at the same time, then that will have an effect.)
