How can have family sharing and be charged twice for same movie
I have 5 members in my family sharing and we purchased movies and our group members are being charged for the movie already bought

How are the other members trying to download the film ? If they are going into the main part of the store and buying it on their own account they will be charged for their purchase of it. If they want to download another member's purchase of it they need to go to the Purchased tab in the iTunes Store app if using an iOS device, Account > Purchased if using a computer's iTunes, select the member who bought the film and download it from there.
