iPhone 7 not restored from iCloud back up?

I have had an iPhone 7 for about 5 weeks. It has iOS 11.2.6 installed. When I saw the iOS 11.3 update available, I went to install it, but Install Now was dimmed out, and under it was, "You can install this update when your iPhone is finished restoring from the iCloud backup."

I went to my Apple ID settings. Under iCloud Storage, Backups, it shows the last backup from my old iPhone on 3/14/18, the day I bought the iPhone 7. For the iPhone 7, it shows that it's never been backed up, and below that, it states, "Backup options will be available when your iPhone is restored from this backup." I've tried to install it two more times, but it still won't let me.

Please advise!

After chatting with a Support agent, I stopped the restore, which apparently had gotten stuck at some point when I bought the phone. I think it had downloaded everything from my old phone. I hope it did. The agent suggested that I do it. This is what to do:

Go to 'Settings' and tap on 'iCloud'.
Then go to 'Backup'.
Tap on 'Stop Restoring iPhone'.
You will then be prompted to confirm that you really want to stop the recovery process. Tap on 'Stop'.

Problem solved!
