I think I'm done with iTunes for Windows after my latest update debacle

So, I install the latest update. Seems issue-free. But, then I try to launch it, but I cant connect the library or add a new one. I've since uninstalled it entirely, but paused before reinstalling because I'm dubious it's worth the effort anymore...


Unless there is a simple fix. I give up. This is the third new version that's caused serious issues. Why should I continue?
