Touch ID purchases enabled after 11.3 update

Anyone else find Touch ID purchasing was enabled after the 11.3 update? This defeats one method used to control purchases by children (Manage your iTunes Store and App Store password preferences - Apple Support).

Happened on 2 of our 3 kid-phones, but not all of them. One child ordered about $14 of goods before we found out. If you toggle Touch ID off then it will require App Store password to reenable.

One 1/3 phones the Store Apple ID was changed to the iCloud Apple ID (was different).
