iTunes not syncing all photo albums to iPhone

Using MacBook 10.13.4 version and iPhone 6s. for some reason my photo albums are not syncing to iPhone anymore. most of the albums sync but not all the photos in the albums. i use iTunes to sync with iPhone not iCloud. if its not one thing with mac stuff its another. starting to think its time for an android!! Anyone have any ideas?? I have already reboots both devices, all updated, deleted all photos and reinstalled a dozen times with same results of only partial albums syncing

Do you have more than one Photos Library? iTunes is syncing only with your System photo Library. While browsing the library, that you want to sync with iTunes, check, if "Use as System Photo Library" is grand out in the Photos > Preferences > General, as it should be.

If it is not graded out, click "Yes as System photo library" and restart both iTunes and Photos. Then try to sync again.

Sometimes the Photo Cache folder in your Photos Library becomes unreadable. In that case it will help to remove the Photo Cache from your Photos Library as described here: About Photo Cache folders - Apple Support
