Got logged out of everything

I got logged out of everything - my Apple ID, my instagram accounts and basically every app that has an account on my phone. I logged back into my Apple ID but it is not letting me turn iMessage or FaceTime back on. It keeps saying "waiting for activation..." and then it doesnt do anything at all.

How do I turn iMessages and FaceTime back on again?

iPhone 5c, iOS 10.3.3
