For the title of your post, if you are getting a message to contact iTunes Support then that is what you need to do, we (i.e. fellow users on these user forums) can't help :
- click on your country's flag (the country where you are, and which is therefore the country on your account)
- click on Contact Support towards the top right
- click on Get Help under 'Talk To Us'

For the image in your post, it means what it says. If you want to create another iCloud account you will have to use a different device to create it.
