My ipad is saying that ios 9.3.5 is up to date. I've had a problem with downloading some apps because they need a more recent version of ios. Why won't it download ios 11?

There are limitation to how much of the newer software the hardware is capable of executing. It sound like your iPad is just too old to run iOS 11. If you need to run iOS 11 then you will have to replace it with a newer version of iPad.
Most likely it is an older model iPad that cannot be updated any further and thus cannot run the most recent apps.
