restart from external drive

I'm on a MacPro (Late 2013) running High Sierra 10.13.4. I have Maverick (10.9.5) on an external drive to give me access to Final Cut 7, which is not supported in the newer OS. I'm trying to restart from Maverick and even though system preferences says it will restart in maverick it keeps returning to High Sierra. I tried holding down the option key when restarting and it didn't show the external drive as an option. Any suggestions of other things to try would be appreciated.

You could try the Option key again; then unplug and plug back in your external with 10.9.5 to see if it shows up as a drive to boot to. Not the best solution.

Ah yes, the old unplug it trick. It actually worked. Can't believe I didn't think of it. Thanks so much!!!
