Will A1349 iPhone 4 work on AT&T?

I know that the iPhone 4 (A1349) is CDMA, and the CDMA carriers are Verizon and Sprint. But, where I live is in London, and in the UK, they use GSM carriers, like Vodafone, EE, O2, 3, Giffgaff, and BT mobile. But, this eBay site said that this iPhone 4 (A1349) that they are selling only works with AT&T, and that it cannot be unlocked. So, if the title and description says that, would it be able to work with Verizon or Sprint, or would it not work as a mobile phone. Remember, this is a CDMA iPhone, and it does not have a SIM CARD Slot. So, here is a link to this eBay listing: Fair - Apple iPhone 4 16GB Black (AT&T ONLY - CAN'T UNLOCK) SEE INFO - Free Ship 741414244825 | eBay

Is this a good buy for anybody, if they are on Verizon, Sprint, or AT&T, or will it not be able to be activated?

How did this man put AT&T if it is model A1349 and it is CDMA? CDMA is only Verizon and Sprint. So, will this phone be anymore activated as this man said AT&T is the only carrier that supports this specific phone, even though the model iPhone 4 works only with CDMA Verizon?

That phone is useless to anyone outside the US.

Plus the fact that it's had some sort of potential water damage means it's just a matter of time before it stops working.

You will not be able to activate it with a UK carrier if it's not unlocked, and the original/current owner needs to be the one that would contact AT&T to unlock it.

A1349 is a CDMA phone for Verizon. It will not work on AT&T (GSM) at all, ever, as GSM requires a SIM, and there is no place to put one in a CDMA phone. The iPhone 4 came in 2 versions, one for CDMA (Verizon) and a different model for AT&T (GSM). The 4S was the first model that was dual technology (CDMA and GSM).
