Is there no way to disable downloading of images by people when viewing a shared album via a public link?

I don't want anyone to download my photos. Seems like an obvious thing, but I find nothing talking about this.

The primary design for iCloud Photo Sharing is that you are sharing with those who you are ok to download full resolution photos. Family and friends. All of iCloud's sharing features are like minded.

If you need to limit downloads or download size, you may need another sharing product.

Even if you could, what's stopping anyone from taking a screenshot of your image?

If they can see the image you are sharing, they can download it an keep it in various other ways that does not require the actual download option to be available.

If you don't want them to have a copy of your images, don't share them.
