How do I sync notes. I have tried different ways but nothing seems to work. Running iOS 11.3.1

I signed out of the iPhone and then signed out of the iPad. Then I signed back into iCloud on the iPad and then signed back into iCloud on the iPhone. The notes on the iPad still hadn’t synced with the notes on the iPhone.

Notes is turned on for both the iPad and iPhone in settings for the same iCloud ID. The iPad isn't reflecting the notes I have saved on the iPhone. It is actually an iPhone 6 and an iPad Pro 9.7 (not sure if that matters).
The next step would be to restore. Which device has the correct notes, or should I say, the most current? If it is the phone, turn Notes off for iPad, tell it not to save. If the phone is the latest list, then turn on Notes for the iPad and see if it will populate correctly.
No, I was going to have you try something else before you restore. I would hate to have to go that far. Make sure the iPad is connected to wi-fi and turn Notes off in iCloud. It should prompt you about saving the Notes on the iPad, say no. Power cycle the iPad, then turn Notes back on for the iPad. It should bring the Notes over from the phone.
Sorry, I followed the steps, turned off notes on iPad, power cycled it, and turned notes back on. There are no notes on the iPad, it didn’t sync. I also noted that the photos haven’t sync’d. I logged into iCloud and the notes and photos from the iPhone are there.
I am just on the iPad at this point and am not sure how to tell if I am logged into iCloud, I see my name at the top of the screen and am not prompted to log in. I did a backup to iCloud and that appeared to be successful. I do have an active internet connection.
When I mentioned signing out of iCloud earlier, did you sign out on both devices? If you did not sign out on the iPad, try that now, and then sign back in. Otherwise, I've run out of ideas. You may either wait to see if someone else has an idea, or you can contact Apple Support for assistance. You may be better off with a Genius Bar appointment since telephone support could cost if you have had the iPad for a while.
If the iPad and the iPhone are signed in with the same iCloud ID, all you have to do is turn on Notes in iCloud in Settings. That will sync them together on both devices.

The iPhone has the most current notes. I am not sure I am following you. Turn off notes on the iPad, tell it not to save and then restore?

It sounds like you may not be logged into iCloud on the iPad. Are you sure it is logged in, and is there an active internet connection on it?
I meant to tell you thanks for your help. After several hours with Apple support, the fix was removing and reinstalling the app.
