I downloaded and installed the "latest" java on my macbook pro.
However, I can't open it by double clicking (supposed to use "jar launcher").
My double clicking in finder and "java -jar Scholarship_Form.jar" in my iterm didn't do anything.
Any advice?

Try control-clicking, and choose "Open" from the drop-down menu.
Does this work? If not:
Exactly, double clicking of Scholar_chmoded.jar didn't do anything.
I see Jar launcher as attached, when I chose "open with"
I changed chmod +x Scholar_chmoded.jar
but
java -jar Scholar_chmoded.jar
in commandline also didn't do anything as well
Sorry, I'm completely not familiar with how Dropbox works. It looks to me from the screenshots you provided like Dropbox is quite involved in your activity. I'm thinking (but don't know) that maybe some components are stored virtually that need to be on your computer.
Maybe someone else with more expertise can step in here ...
