How to add new page for app shortcuts on iPhone?

I need to reorganize my apps and want to add a page after the home page. I used to be able to do it easily in iTunes but you can no longer organize apps using iTunes. Is there an easy way to do this without moving every app from page 2 on? (inserting a new blank page)

I found a solution, using a Mac app called Apple Configurator 2. It is available in the Mac App Store. The UI is OK, but not amazing. You can rearrange app pages, much like you could in older versions of iTunes. Here is a discussion on the topic:

I did not continue looking to see if there was also a solution for Windows operating systems.
