I phone 6s in app purchases

Iphone 6s iOS 11.3 When I am trying to download a new game from the app store, I click on the install button and the bing noise sounds. Then as my phone starts to download, a box appears and states "Verification Required

Before you can make purchases, PayPal must send an SMS to your phone (4**)-***-3299 in order to verify your account. carrier fee may apply." Then I have an option to cancel or continue. When I press continue, the screen goes completely white, then sends me right back to the app store with the "get" button blue as if nothing ever happened. I have contacted PayPal and they said there is nothing wrong with my account.
