Apple does not define available emojis.


The Unicode Consortium is in charge of adding new emojis to the universal emoji definition list.


You can suggest the Emoji to them here:

Neither Apple nor Samsung nor even Google (they make Android) determine available emoji. nobody is stealing from anybody.


The Unicode Consortium is an independent organization that controls the emoji definition. And what emoji exist for manufacturers to use.


Apple, Samsung, and other device manufacturers as well as Google, only get to design the pictures used for the specific emoji. Not define their own.


Which is why an Emoji on an iPhone will be slightly different to the same emoji on another device.
