Can not download app

Hi! I’m using an iPhone X. the AppStore doesn’t allow me to download free applications because of my Credit card. it is written that i should verify my payment information. After the verification the message that “my credit company refused payment“ I can not do nothing. I have some limitations till middle of the may on the credit card, so the message is correct. But why should I fill my credit card info, if I download FREE software? How can I fix it, or how can I remove the present card?
