Are the photos taken on my iPhone be first stored locally and then downloaded in the Cloud?

My mom’s currently signed in the iCloud on her iPhone X which is mine now and I want to know if the photos and videos that were taken here are stored locally and on iCloud. Are they both stored locally and on iCloud? Please help because I want to sign out of her account and I don’t want the photos and videos on this iPhone X to be removed locally.
