Cant Make Apple ID (For Assistance, contact iTunes Support at www.apple.com/support/itunes/ww)

Hello guys!

So im having this problem when trying to make an apple account that doesnt require a credit card of any sort.

So I go through the account making process normally. I fill in the information I needed, and chose the none payment method. And when I click "continue" it just gives me a warning in red telling me to go to

www.apple.com/support/itunes/ww

I've been looking through online and im going crazy because I legit cannot find any solution to the problem. Is there any way to pass this problem?

It doesnt even tell me what's wrong. Help please
