I had an iPhone 5c and was paying a little over a dollar a month for more icloud storage. I now have an iPhone 7plus and want to cancel the coverage on my old phone and have it on my iPhone 7 Plus. Can you please help me with this?
You use two conflicting phrases: "iCloud storage" and "coverage".
iCloud storage is independent of any device. You may change your fee for this:

"Coverage" may refer to AppleCare+. We need more detail if you're asking about this.
Ok Let's do this a different way. I use to have an i phone 5c and upgraded to an iphone 7plus. I haven't used by 5c phone for a year almost. Today I received a message that my icloud storage was full and that I could pay $1.29 to upgrade to 50 gb. I went in and I have completed this step and now how more storage on my i phone 7plus. What I would like help with is on my old phone 5C I had upgraded for more storage a few years ago and I am still paying for it each month even though I do not have that phone anymore. How do I get the charge cancelled? Can you help me with this? Thanks.
You cannot upgrade the storage actually on an iPhone. what you have done is to 'rent' online storage on the iCloud server. If you did this on the 5c, and are using the same Apple ID on the 7+ then the storage you rented on the 5c is still available. Given the message you received it's likely that you are in fact now using a different ID. So you will need to use the older ID to go through the process in the link sberman gave you to downgrade to the free storage level of 5GB.
iCloud storage is linked to your Apple ID and is available from any devices logged into iCloud with that ID. Assuming that you only have one Apple ID, there would be nothing for you to change.
