How can I disassociate my device from Apple ID without waiting 90 days? I have already delete my device in Apple ID account which associate with it, but it still showing me this message.

You cannot.
You have to wait 90 days before you re-associate with the same Apple ID on the same device, eg: If you disassociate your Apple ID from device A and then associate it with device B, you will have to wait 90 days to relink it with the same Apple ID again on device A.
Yes, I posted that link specifically for the very last paragraph, before the fine print:
“When you try to associate another Apple ID with a device that was already associated, you might see a message that says, "This device is associated with another Apple ID. You cannot associate this device with another Apple ID for [number] days." Depending on when you associated your device with your Apple ID, you might need to wait up to 90 days to associate the device with another Apple ID.”
Basically, you can only change the AppleID once every 90 days. Note this policy has to do with which AppleID you use to sign into the iTunes, App, iBook or Mac stores. Removing a device from your list of trusted devices in your AppleID account page doesn’t sign that AppleID out of the store fronts and thus does not disassociate it from the storefronts.

My experience has been the above. Whether the opposite is true and ITunes support can override that, I have no idea.
