Wow. You didn't mention home automation, so controller was not well defined; e.g. this accessory is also called a controller. I’m not a mind reader.
Back on subject: what works for 4th generation, will likely also work for 4K (5th generation). So, it is possible, but lacking features (e.g. Siri remote special features).
What kind of controller do you have in mind? I have never heard of controllers with an ethernet connection.
The game controllers for Apple TV that are featured in the Apple Store are connected wirelessly through Bluetooth. And Bluetooth seems the logical way to send commands.
I think putting anything in the ethernet port will de-activate the Wi-Fi connectivity on the Apple TV, and the Apple TV will expect proper full duplex network (internet) activity exclusively on that ethernet port. Plugging in a controller would break that.
