create child apple ID from my pc

I don't have an apple device but my kids do. I have an Icloud account and would like to add my kids from my WINDOWS PC

You can't create a child account on a PC, you can either use an iOS device or a Mac : Family Sharing and Apple ID for your child - Apple Support
