I have the 11.3.

On an iPhone the exclamation mark usually means, that the photo is only available as the smaller, optimized version, and Photos cannot download the full version from iCloud.

Check, if iCloud Photo Libray and "Optimize Storage" have become enabled on your iPhone in Settings > Your Name > iCloud > Photos & Camera. Is that the case?

To be able to download from iCloud Photo Library

  • You need a Wi-Fi connection or the iPhone must be set to download using the cellular connection
  • The iPhone must me properly charged
  • You need enough free storage to be able to download the photo
  • You must not be running out of iCloud Storage

To avoid the exclamation mark on the iPhone do not keep more photos in iCloud than will fit onto your iPhone and do not use "Optimize Storage", unless you have always access to a fast and affordable network connection.

Are you using Photos on a mac or on an iPhone? Your question is in the Photos for Mac forum, but the signature below the post says "iPhone"?

Generally, the exclamation mark may mean two things - the photo may be missing or Phots cannot download it from iCloud, or it may be damaged or in an unreadable format.

Are your Photos in iCloud Photo Library or are they stored locally on your device?

What is the format of the photos? Are they RAW files, JPEg, or HEIC?

What happened, before the problem first occurred? Did you run an cleaning applications that may have removed duplicates? Have you restored or moved your Photos Library?
