Maybe this product (Synergy) can help

https://symless.com/synergy

It allows you to use a single keyboard/mouse to control both computers. The assumption is that will be sitting next to each other.

You could connect to the Windows system via Microsoft Remote Desktop

The Windows system would be a window on your Mac's screen, and the Remote Desktop client will allow the clipboard to move between systems.

Some VNC implementations will transfer the clipboard to a non-Mac remote system, such as RealVNC.

Why do you think it's so strange??

Using the same Apple ID on Mac & Iphone it's possible !

It's not solely using iCloud to make that happen. The two devices communicate via Bluetooth and WiFi to make it happen. And, Windows doesn't have the necessary features in the OS. Apple would likely have to write some app or driver to make it functional. The API in Windows may or may not exist to even make it possible.
