I have the latest iPad with 32gb of memory. I also have release 4 and 2.

Why does my new iPad say I need to add more storage. I have 200 gb on iCloud.

if you can’t move music and photos to iCloud to conserve your space on devices, what is the point of iCloud storage?

iCloud is not an archival storage service, it is a syncing/sharing service. So, if you are running out of room on your device, additional iCloud Storage isn't going to help you. Here are some support articles that may help:
