In my zeal to get rid of cache in the Library I accidentally deleted MAC mail. I cannot use the disk that came with the laptop because it's a Snow Leopard and I now have El Capitan. Is there any way to restore mail without a disk? Mail has always malfunctioned anyway.

Do a backup, preferable 2 separate ones on 2 drives. Boot to the Recovery Volume (command - R on a restart or hold down the option/alt key during a restart and select Recovery Volume). Run Disk Utility and select First Aid. Then re-install the OS.
