OS Question

I recently downloaded Mac OS High Sierra, but when I look under about this Mac, it shows OS X Version 10.9.5. Also, some of the sites I use, are recommending my browser (Safari) be updated, I am currently running 9.1.3, but I am not getting a option to update. Did I skip a step when I download High Sierra?

MacBook Pro with Retina display, OS X Mavericks (10.9.5)

What did you do after downloading it? After downloading you need to actually install the update.

Go into the Applications folder in Finder, and find the macOS High Sierra installer and run it. Then follow the onscreen prompts to install it.
